Citra is a gigantic GitHub project involving more than 215 developers to create the best Nintendo 3DS Emulator for Windows, Mac, Linux, and Android.
Although the emulator is for a now discontinued, hand-held console, it does require OpenGL 3.3 and a 64 bit resolution in order to run on devices. The emulator has been around since 2014, and the direct download links from GitHub can be found below. The Android version is available on the Playstore.
Citra’s emulator also supports networking and emulates local wifi from the Nintendo 3DS.

Additional Information and Resources
The official Citra Emu website features a Nintendo 3DS Game Compatibility List where you can see the scores from official website testers on how some games perform and play on the emulator. This is especially important when it comes to playing gams on desktop devices. The original was a handheld console with a multitude of different features, hardware and software included, that the PC version cannot emulate.
That said, there is also a huge repository of different games that work seamlessly well on a Nintendo 3DS Emulator, too. Some examples are the classic Pokemon games, Super Mario platformers, and Zelda games.
Citra’s Nintendo 3DS Emulator is still under active development. However, it is a free, open-source project, so updates only happen once every few months. You can follow the development timeline on Citra’s Twitter Account.
